Sections 1118 of the No Child Left Behind Act (NCLB) requires the involvement of parents of participating children in the design and implementation of Title I projects. NCPS Policy 1310/4002 requires every Principal to develop a Parent Engagement Plan as well. A local educational agency may receive funds under this part only if such agency implements programs, activities, and procedures for the involvement of parents in programs assisted under this part consistent with this section. Such programs, activities, and procedures shall be planned and implemented with meaningful consultation with parents of participating children. Reference: Policy Code: 1310/4002 Parental Involvement
Describe the programs, activities, and procedures established to build the schools’ and parents’ capacity for meaningful parental involvement.
1 Each school under this part shall convene an annual meeting, at a convenient time, to which all parents of participating children shall be invited and encouraged to attend, to inform parents of their school’s participation in Title I (if applicable) and the right of the parents to be involved. School Improvement Plan goals and Student Accountability and Promotion Standards.
Describe: Title 1 information will be shared with parents during grade level parent nights, at the beginning of year PTO meeting, and on the school website.
2 Each school shall offer a flexible number of meetings, such as meetings in the morning or evening, and may provide, with Title I or Local funds, transportation, child care, or home visits, as such services relate to parental involvement. Plan to ensure two-way communication and parents input in school decisions.
Describe: To accommodate parent schedules, Open Houses were scheduled for both a morning and evening session. Teachers also arranged individual meeting times for parents who had scheduling conflicts. Parent conferences will be scheduled at various times based on parent availability and will offer virtual options as well. Email, phone, and text will be used to ensure two-way communication.
3 Parents should be involved in an organized, ongoing, and timely way, in planning, review, and improvement of schoolwide programs, including the planning, review, and improvement of the school parental involvement policy and the joint development of the schoolwide program plan (if applicable). Plan to promote parent involvement in the form of volunteering.
Describe: Parents will be able to access all policies and Title 1 program information on the school website. Surveys and parent meetings will provide opportunities for feedback. The School Leadership Team will include a parent representative.
4 Parents must be provided with timely information about programs under this part; and a description and explanation of the curriculum in use at the school, the forms of academic assessment used to measure student progress, and the proficiency levels students are expected to meet. Plan for promotion of resources to aid parents in understanding their child’s academic performance.
Describe: Parents will be provided with NCPS Promotion Standards and Expectations. Progress reports will be distributed to parents at the middle of each term, followed by a report card at the end of each grading period. Grades and attendance will be available at all times through the Parent Portal.
5 If requested, schools must provide parents opportunities for regular meetings to formulate suggestions and to participate, as appropriate, in decisions relating to the education of their children, and respond to any such suggestions as soon as practicably possible.
Describe: Parent-Teacher conferences will be offered at any time during the school year. Students with a 504 or an IEP will meet at least once to discuss progress toward goals and review accommodations. Teachers will schedule at least one conference with each parent.
6 If the schoolwide program plan (if applicable) is not satisfactory to the parents of participating children, the school is required to submit any parent comments on the plan when the school makes the plan available to the LEA.
Describe:Parent comments will be addressed at the school and the district level as needed.
7 Each school shall have a voice in the development with parents a school-parent compact that outlines how parents, the entire school staff, and students will share the responsibility for improved student academic achievement and the means by which the school and parents will build and develop a partnership to help children achieve State standards.
Describe: The 23-24 Student-Parent-Staff compact was reviewed with and revised based on feedback from Principals, Central office, the Teacher Advisory Committee, the Parent Advisory Committee, the Principal Advisory Committee, and the Student Advisory Committee.
8 LEAs and schools shall provide assistance to parents of children, as appropriate, in understanding such topics as the State’s academic content standards and State student academic standards, State and local academic assessments, the requirements of Title I (if applicable), and how to monitor a child’s progress and work with educators to improve the achievement of their children. (Specific actions regarding grading, expectations, and promotions.)
Describe: Explanations of state standards and grading practices will be discussed at grade level parent meetings. Information related to academic assessments will also be posted on the school and district websites. Grades will be entered weekly and parents will be able to access student information through the parent portal.
9 Parents will be provided materials and training to help them to work with their children to improve their children’s achievement, such as literacy training and using technology, as appropriate, to foster parental involvement. Parents must also be provided information that promotes student health awareness. Parents must be provided an opportunity to participate in parental training. (A minimum of one event per semester, that aligns with Parent Engagement Plan, School Improvement Plan, and/or Discipline Data Survey Data. The event must detail how it aligns.)
Describe: Resources to assist with homework will be provided to parents. Assistance with digital programs and communication will be provided through conferences and parent newsletters. Training and information sessions will be held at a minimum of twice per year.
10 LEAs and schools are required to establish communication protocols that identify methods for communication, timeline expectation regarding responding to communication requests that are shared with teachers, parents, pupil services personnel, principals, and other staff. Appropriate training is provided as needed.
Describe: Parent portal access letters will be provided to each parent. Efforts will be made to update parent information and connect all parents to the NCPS app and “rooms” feature. A weekly message from the principal will be sent through multiple methods. Newsletters will be sent monthly from the school and weekly from individual classrooms.
11 Schools should have a plan for coordination with feeder schools to assist parents with transitions (PreK to Kindergarten, 2nd to 3rd, elementary to middle, middle to high, high to postsecondary).
Describe: A schoolwide transition meeting will be held during the second semester to provide parents and students information about the next grade level. Incoming Kindergarten students and parents will be invited to a transition meeting and open house to learn about the Kindergarten program. Fifth grade students will visit middle schools and parents will have the opportunity to visit during Open Houses.
12 LEAs and schools shall ensure that information related to school and parent programs, meetings and other activities is sent to the parents of participating children in a format and, to the extent practicable, in a language the parents can understand.
Describe: Written and verbal communication will be provided to parents in both English and Spanish. Information will be translated into other languages as needed. Interpreters are provided as needed.
13 In carrying out the parental involvement requirements, the LEA and school shall provide full opportunities for the participation of parents with limited English proficiency, parents with disabilities, and parents of migratory children, including providing information and school reports required under section 1111 in a format and language parents understand.
Describe: The ESL teacher will assist in communicating to parents with limited English. Accommodations will be made for parents as needed to allow them to participate in school events and in their child’s education. All school reports and information related to their child’s progress will be provided in a format that is understandable and accessible.
14 LEAs and schools have established dates and topics to improve parent engagement using district approved curriculum. Describe how your school will meet this criteria.
Describe: Opportunities will be provided to parents through district workshops to learn best practices to ensure their child’s success. Coopers will host parent information nights by grade levels to ensure parents receive information about their child’s current grade and the transitions that occur as they move from one grade to the next.
15 Please list any businesses or community-based organizations that will partner in parent involvement activities.
Describe: Local churches, community- based groups (Fire Dept Auxiliary, Ruritan Club, and the PTO will support the school by encouraging members to volunteer within the school and at school events.
16 Parents may be involved in the development of training for teachers, principals, and other educators to improve the effectiveness of such training. How will you use your Fam-Ambassadors to promote family engagement this school year?
Describe: The input provided by the FAM-Ambassadors will assist us in identifying how we can improve our overall processes ( ie Communication) to encourage more parents to increase their involvement in their children’s education.
17 Describe how your Title I or Local funds will be used to pay reasonable and necessary expenses associated with local parental involvement activities, including transportation and child care costs, to enable parents to participate in school-related meetings and training sessions.
Describe: Coopers will provide assistance to parents as needed in order for them to participate in school meetings or trainings. This may include providing transportation by bus or taxi, or providing a virtual option for meetings. If a hot spot is needed, we will supply one if they are available.
18 LEAs and schools may arrange school meetings at a variety of times, or conduct in-home conferences between teachers or other educators who work directly with participating children, with parents who are unable to attend such conferences at school, in order to maximize parental involvement and participation.
Describe:Coopers will be flexible in meeting parents at times that are convenient to the parent. Alternatives to meeting in person will be provided, such as virtual or phone meetings.
19 How will your school ensure that they have representation at district monthly parental advisory council meetings? What is the protocol for sharing information?
Describe: Parents serving on the advisory council meetings will be reminded of the meeting dates. They will be asked to share information to the Admin team and the PTO Executive Board. That information will be relayed to the School Leadership Team.

2024-25 Parent Involvement Policy
Our school, Coopers Elementary, is committed to provide each student with the tools needed to be successful in life. We understand that our families, school staff and community work together to make this happen. This policy shows how we plan to accomplish this task.
I. Annual Title I Public Meeting Our school will host an annual public meeting for all parents and staff members. This meeting is to inform parents about their rights under the law and to provide them with the information that will allow them to be fully active in their child’s education. This meeting will be held in conjunction with grade level curriculum nights. This meeting will also provide parents an opportunity to review the School-Parent-Student Compact and suggest possible changes. Parents will be asked for recommendations of future dates and times to meet throughout the year. The Title 1 Presentation, the Parent Involvement Plan, and Parent Involvement Policy will also be posted online and a survey will be available all year for parents to give input/suggestions.
II. Flexible Meetings
A schedule of flexible meetings with minutes available in the office the next morning for parents beginning in September and concluding in May. Administration will provide all parents the opportunity to meet with faculty and staff. For individual concerns, parents may schedule a time to meet with their child’s teacher before or after school and also during teacher’s planning. Time must be agreed upon by parents and teachers. Email, phone, and text will be used to ensure two-way communication. The Title 1 Presentation, the Parent Involvement Plan, and Parent Involvement Policy will also be posted online and a survey will be available all year for parents to give input/suggestions.
III. Involving Parents in an Organized, Ongoing, and Timely Way
Parents will be able to access all policies and Title 1 program information on the school website. The School Leadership Team will include at least one parent representative. The parent can relay information during her monthly PTO meetings or as needed. There will be surveys that go out throughout the year where parents can give feedback to the school. The yearly calendar is already posted on the school’s website. Almost every month, there is an event allowing parents/guardians to come into the building to learn about their child’s academics and/or giving parents the opportunity to ask staff members questions that they may have.Progress reports will be provided to parents four times, once during each quarter. Parenting education sessions will also be conducted throughout the school year to share ways to assist parents and teachers to work together as partners. Parents will be asked for their suggestions or recommendations at all meetings.
IV. Timely Information
Parents will receive information on a regular basis through the weekly phone calls, newsletter, and social media posts. Throughout the year, there will be grade level curriculum nights, quarterly report cards, parent conferences, and Parent-Teacher Organization (PTO) meetings. Parents’ questions and concerns will be addressed at each session throughout the year.
V. Opportunities for Regular Meetings
Parent-Teacher conferences will be offered at any time during the school year. Students with a 504 or an IEP will meet at least once to discuss individual student goals and review their modifications/ accommodations. Teachers will schedule at least one conference with each parent during the middle of the year. Flexible meeting dates will be established by the PTO for the 2024-2025 academic year. Dates for the meetings will be displayed on the school’s website, NCPS app, on the school’s calendar, and will be communicated to parents on weekly newsletters. Parents of students who are struggling academically will receive monthly letters, including times that parents can meet with their child’s teacher to discuss academic concerns. The staff here at CES will meet with parents before school, during planning times, and after school to ensure parents/guardians understand how their child is doing academically. The parents/guardians can contact the school at any time to set up an appointment. The yearly calendar is already posted on the school’s website. Almost every month, there is an event allowing parents/guardians to come into the building to learn about their child’s academics and/or giving parents the opportunity to ask staff members questions that they may have.
VI. Providing for Parent Comments
The parent policy is reviewed throughout the year and any concerns will be submitted to the district office. There is a parent survey on website where parents can make suggestions or provide the school with comments throughout the year
VII. School-Parent-Student Compact
The School-Parent-Student Compact is developed and/or reviewed at the annual meeting. It is located in the students’ agenda and is signed by all parties at the beginning of the school year. It is referenced throughout the school year as needed. Parents are asked for feedback regarding the compact.
